PORT RECEPTION FACILITY MANAGEMENT

SMV RESOURCES has elaborated and implements a Ship-generated Marine Waste Management Service, in line with the Malaysia Environmental Quality Act on Port Reception Services for ship-generated waste and cargo residues, according to the International Convention MARPOL 73/78 for the Prevention of Pollution from Ships.


IMO LEGISLATION

The legislation on on-board processing of Ship-Generated Waste is described in the IMO MARPOL Convention. MARPOL has six Annexes of which five relate to waste in the scope:


1. Oily Waste (Sludge, Bilge Water, Engine Oil, Annex I);

2. Cargo Residues (Annex II and V);

3. Sewage (Annex IV);

4. Garbage (Food Waste, Plastic, Annex V);

5. Ozone Depleting Substances (Annex VI).


Through the implementation of this Plan, SMV RESOURCES aims at the reduction of discharges into the sea and especially the illegal discharges of ship-generated waste and cargo residues from ships calling at Malaysian ports, by improving the availability and use of Port Reception Services, thereby enhancing the protection of the marine environment.


SMV RESOURCES Ship-generated Waste Management Plan applies to all ships, calling at Malaysian port area, irrespective of the flag they fly. According to this Plan, SMV RESOURCES provides Port Reception Services, adequate to meet the needs of all kind of ships that normally call at Malaysian port area, without causing them undue delay.


SMV RESOURCES, while designing its Port Reception Services, takes into consideration the type of ships that normally call at its port area, their operating needs and estimates both the type and amount of waste and cargo residues they generate, in order to ensure the adequacy of the Malaysian Port Reception Services.


LEGAL REQUIREMENT FOR SCHEDULE WASTE

Regulation 8

Regulation 8 of the Environmental Quality Regulations (Scheduled Wastes) 2005 stipulates the following requirements:


(i) Every waste generator shall ensure that scheduled wastes generated by him are properly stored, treated on-site, recovered on-site for material or product from such scheduled wastes or delivered to and received at prescribed premises for treatment, disposal or recovery of material or product from scheduled wastes.


(ii) Every waste generator shall ensure that scheduled wastes that are subjected to movement or transfer are packaged, labelled and transported in accordance with the guidelines prescribed by the Director General.
